Belediyelerde iş sağlığı ve güvenliği önlemleri üzerine örnek bir çalışma

Abstract

Ülkemiz gelişen Dünya ile her alanda inovasyon çalışmaları içindedir. Oldukça genişleyen sanayileşme ve üretim, iş sağlığı ve güvenliğinin önemini ortaya koymuştur. Gün geçtikçe yaşanan iş kazaları ve can kayıplarının fazlalaşması, insanların bu alandaki yanlış, bilinçsiz davranışları konunun önemini arttırmıştır. İş sağlığı ve güvenliği konusu hem kamu hem de özel sektör tarafından dikkatle irdelenmeye başlanmıştır. İş Sağlığı ve Güvenliğinde temel hedef, tüm çalışan ve işverenlerimizin bilinçli ve farkındalık düzeyini yüksek hale getirmektir. Belediyelerde yapılan hizmetlerin çeşitliliği iş sağılığı ve güvenliği çalışmalarını daha önemli kılmaktadır. Bu tez çalışmasında, belediyelerde çalışanların maruz kaldıkları gürültü ve aydınlık değerleri araştırılmıştır. Buna ek olarak, işyerinde risklerin tespit edilmesi ve risk analizi çalışması yapılması amaçlanmıştır. Yayılan gürültünün olumsuz etkilerinden çalışanların etkilenmemesi için gürültünün azaltılması konusunda ne gibi önlemler alınabileceği tartışılmıştır. Bu çalışmaya göre belirli noktalarda ölçüm yapılmış, gürültü seviyelerinin durumuna göre saha çalışmasında renklendirme yöntemi kullanılmıştır. Elde edilen verilere göre minimum ve maksimum değerler saptanmıştır. Fine Kinney metoduna göre risk değerlendirme tablosu oluşturulmuştur. Son olarak ise yapılan ölçüm sonuçları değerlendirilerek belirlenen maruziyetlerin mevzuatlara uygunluğu tartışılmıştır. Risk değerlendirme tablosunda mevcut tedbirlerden bahsedilmiştir. Bu tablo sonucunda riskleri önleyici veya en aza indirecek önleme faaliyetleri hakkında önerilerde bulunulmuştur.

Our country is in innovation studeis in every field with the developing World. The expanding industrialization and production have revealed the importance of occupational healt and safety. Increasing occupational accidents and casualties and the wrong and unconscions behaviors of people in this area have increased the importance of the issue. Occupational health and safety issue has begun to be scrutinized carefully by both the public and private sectors. The main goal of Occupational Healt and Safety is to raise the awareness and awareness of all our employees and employers. The diversity of services provided in municipalities makes occupational healt and safety activities more important. In this thesis, the noise levels that employess in municipalities are exposed to have been investigated. In addition, it is aimed to identify risks in the workplace and to conduct a risk analysis study. It has been discussed what measures can be taken to reduce the noise so that the employees are not affected by the negative effects of the emitted noise. According to this study, measurements were made at certain points and the coloring metod was used in the field study according to the condition of the noise levels. Minimum and maximum values were determined according to the obtained data. A risk assessment table was created according to the Fine Kinney method. Finally, the compliance of the determined exposures with the legislation was discussed by evaluating the measurement results. Current measures are mentioned in the risk assessment table. As a result of this table, suggestions were made about preventive or activities to minimize risk.
