dc.description.abstractKamu yönetimi paradigmalarında yaşanan değişimle beraber dünyada yerelleşme eğilimi giderek yaygınlaşmaya başlamıştır. Söz konusu dönüşüm Türkiye’de kayda değer bir yerelleşme sürecini beraberinde getirmiş, böylece yerel yönetimlerin önemi giderek artmıştır. Özellikle göç ve nüfus artışına bağlı olarak kentsel alanların genişlemesinin yanı sıra teknolojik gelişmeler ile de yerel hizmetler giderek çeşitlenmiştir. Buna bağlı olarak hizmetlerin sunum yöntemlerinin de sürekli olarak iyileştirmesi gerekmiştir. Ancak yereli konu edinen ve süreklilik arz eden bu değişimlerin tatbik edilebilmesi için yerel yönetimlere ait mevzuatın güncellenmesi zorunlu hale gelmiştir. Günümüzde, yerel yönetimlere dair mevzuatın geçmişe nazaran sıklıkla iktidar partilerince düzenlemeye tabi tutulduğu görülmektedir. Ancak muhalefet partilerinin yerel yönetimlerin mevzuatına dair teklifleri ise genel olarak dikkate alınmamaktadır. Bu makalede de muhalefet partilerinin yerel yönetimlere dair kanun tekliflerinin mahiyeti ile öneriye konu edilen hususların gerekliliği hakkında bir değerlendirmeye gidilecektir. 
dc.description.abstractWith the change in the public administration paradigms, the tendency of localization has started to widespread in the world. This transformation brough tremarkable the decentralization process in Turkey, thus the importance of local governments has increased. As well as technologic aldevelopments, population grow the specially depending on them igrationand, the expansion of urban are as caused diversification of local services. In parallel with, the delivery methods of the services have to be improve dcontinuously. However, implementation of the sechanges, which taking place in local issue sandre quiring continuity made the legislation of local government supdated. Nowadays, it is seen that the legislation on local governments is often regulated by the ruling parties compared to the past although the proposals of the opposition parties regarding the regulation of local government sare generally not taken into the consideration. As well in this article, an assessment will be made on content the lawproposals of the opposition parties regarding loca lgovernments and about the necessity of the issues subject to the proposal.
