dc.description.abstractKüreselleşmeyle birlikte ulusal sınırların önemi azalmış, ticarette serbestleşme eğilimi ve uluslararası ticaret hacmi artmıştır. Küreselleşme sadece uluslararası ticareti değil diğer birçok şey gibi uluslararası öğrenci hareketliliğini de artırmıştır. Ulusal ve uluslararası birçok kurum ve kuruluş da bu hareketliliğin artmasını destekleyen politikalar yürüterek sürece destek vermişlerdir. Tüm bu gelişmeler paralelinde dünyada ve Türkiye’de özellikle de uluslararası yükseköğretim öğrenci hareketliliği ve öğrenci sayısı hızla artış göstermiştir. Her geçen yıl yükselen bu hareketliliğin Covid-19 Pandemisi sırasında artan uzaktan eğitim imkân ve tecrübesinin de katkısıyla gelişerek devam etmesi beklenmektedir. Uluslararası öğrencilerin ülkelere ekonomik, kültürel, sosyal ve bilimsel alanlarda önemli katkıları olmaktadır. Çalışmanın amacı, uluslararası öğrencilerin uluslararası ticaretin gelişmesine sunabilecekleri katkıyı değerlendirmek ve bu çerçevede politika yapıcılara öneriler sunmaktır. Bu kapsamda Türkiye’nin 2013-2019 dönemi il bazlı uluslararası öğrenci istatistikleri kullanılarak il ihracatı üzerindeki etkisi araştırılmıştır. Poisson Pseudo Maksimum Olabilirlik (PPML) analizi sonucuna göre, yabancı uyruklu öğrenci sayısı illerin ihracatını pozitif yönde etkilemektedir. Uluslararası öğrencilerin uluslararası ticaretin geliştirilmesindeki önemine binaen, Ticaret Bakanlığı ve Yüksek Öğretim Kurulu’nun eşgüdümünde çerçevesi iyi çizilmiş bir program dâhilinde uluslararası öğrencilerin uluslararası ticarete ilişkin farkındalıklarının artırılması ve aynı zamanda hukuki altyapının da staj ve istihdam gibi konularda öğrenciler ve işletmelerin önünü açacak şekilde geliştirilmesi önerilmektedir.
dc.description.abstractWith globalization, the importance of national borders has decreased, trade liberalization tendency and international trade volume have increased. Globalization has increased not only international business but also international student mobility like many other things. Many national and international institutions and organizations have also supported the process by implementing policies that support the increase of this mobility. In parallel with all these developments, international higher education student mobility and the number of students have increased rapidly in the world and in Turkey. It is expected that this mobility, which increases every year, will continue to develop with the contribution of increasing distance education opportunities and experience during the Covid-19 Pandemic. International students make important contributions to countries in economic, cultural, social and scientific fields. The aim of the study is to evaluate the contribution that international students can make to the development of international trade and to offer suggestions to policy makers within this framework. In this context, the effect of Turkey on exports was investigated by using international student statistics for the 2013-2019 period. According to the Poisson Pseudo Maximum Likelihood (PPML) analysis result, the number of foreign students positively affects the exports of the provinces. In view of the importance of international students in the development of international trade, it is recommended to increase the awareness of international students about international trade within a well-defined program under the coordination of the Ministry of Commerce and the Higher Education Board, and at the same time to develop the legal infrastructure in a way that will open the way for students and businesses in subjects such as internships and employment.
