dc.description.abstractWith the constitutional referendum in 1958, France transitioned to the Fifth Republic regime, which is also referred to as the semi-presidential system and has survived to this day. This system change, which strengthened the executive against the legislature, was the result of the coup attempts of the French armed forces, which responded to the Algerians' demands for independence with violance. However, this event has a deeper context, which has been continuing since the French Revolution of 1789 and has been the main conflict of French political life regarding the nature of the executive. In this article, it is aimed to analyze this political development on the basis of historical thought. For this purpose, the Algerian crisis, military coup attempts and Charles de Gaulle's project to strengthen the executive through the direct election of the president by the people were discussed as a text. Afterwards, the historical context of the above-mentioned main conflict since the French Revolution is discussed by presenting a conceptual and theoretical framework. In the last part, the historical and political interpretation that de Gaulle developed as a result of the relationship he established between these two is explained. Thus, a conclusion is reached by understanding and explaining the event of a radical transformation of a political regime by establishing a bridge between the historical context and the leadership.
dc.description.abstractFransa, 1958’deki anayasa referandumu ile bugüne kadar varlığını sürdüren ve yarı-başkanlık sistemi olarak da ifade edilen Beşinci Cumhuriyet rejimine geçiş yapmıştır. Yürütmeyi yasama karşısında güçlendiren söz konusu sistem değişikliği, Cezayirlilerin bağımsızlık taleplerine şiddetle karşılık veren Fransız silahlı kuvvetlerinin darbe girişimlerinin neticesinde gerçekleşmiştir. Ancak bu olay, 1789 Fransız Devrimi’nden itibaren devam etmekte olan ve yürütmenin niteliğine ilişkin Fransız siyasal hayatının ana çatışma konusunu teşkil eden daha derin bir bağlama sahiptir. Bu makalede söz konusu siyasal gelişmenin tarihsel düşünce temelinde analiz edilmesi hedeflenmektedir. Bu amaçla ilk olarak Cezayir krizi, askerî darbe girişimleri ve Charles de Gaulle’ün devlet başkanını doğrudan halka seçtirerek yürütmeyi güçlendirme projesi bir metin (text) olarak ele alınmıştır. Devamında Fransız Devrimi’nden itibaren yukarıda değinilen ana çatışmanın tarihsel bağlamı (context), kavramsal ve kuramsal çerçeve sunularak tartışılmıştır. Son bölümde ise de Gaulle’ün bu ikisi arasında kurduğu ilişki neticesinde geliştirdiği tarihsel ve siyasal yorum açıklanmıştır. Böylece bir siyasal rejimin radikal bir şekilde dönüştürülmesine dair olayın, tarihsel bağlam ve liderlik arasında bir köprü kurularak anlaşılması ve açıklanması ile bir sonuca ulaşılmıştır.
